Minutes of the Management Committee Meeting held on Monday 23 November 2009 at The Bengeo Club

- Registrations - So far this season there have been 736 registrations (this includes de-registrations). Clubs are reminded that these must be submitted on the correct form and will not be accepted on scraps of paper.
- Fines - £455 has been issued/received.
- Results – The results have not been coming in as they should and Committee members have had to contact Clubs for them. This has a knock on affect on the Website records and Top Goal scorer at the end of season. In the future Clubs not notifying their result by 6pm will be fined.
The League has continued to have coverage in the Mercury, though there have not been many reports.
- Secretary – A couple of cheques have been received and passed to the Treasurer.
- Cup Competitions – Hornsmill Old Boys have been reinstated in the Junior County Cup. All other Clubs have been knocked out.
- Fixtures –The fixtures have been drawn up to the 3 January 2010. No Club will be playing on the 27th December, though a number have said they will play on 3rd January. The Jubilee Cup competition will be considered further at the next meeting.

- Treasurer – There are sufficient funds in the accounts.
- Division Reps – Apart from having to chase results there have been no problems reported.
Any Other Business
- Four new Clubs have approached the League for next season.
- It was agreed by the Committee present that the League will pay the pitch costs for all of the Semi finals this season. The Clubs will therefore only need to split the costs of the Referees and Linesman between them.
- Proposed Rule changes for next season a. Signing on and de-registration costs £3 for the first 24 players and £5 after that. b. If a player is transferring Clubs, it is the new Clubs responsibility to pay the £6 fee. It is proposed that old Club won’t have to pay the de-registration cost.
- The League Council meeting will be held in January 2010 – Date and venue to be confirmed.

The last minutes were signed and agreed as being a true reflection of the previous meeting.
1. Barry Tokely has stepped down as Division 3 Rep. Chris Manning has taken over this position.
2. The fixtures up to the 4th October have been prepared and should be on the website this week.
3. Sele Farm FC has pulled out of the League this week.
4. The rule book will be distributed shortly to each Club as there has been a delay in getting the changes approved by the Herts FA.
5. Letter received from the Herts FA to confirm that the League has been sanctioned.
6. Van Hages FC currently only have 3 eligible players as the other 21 are still suspended. Each player is due to pay £16 by the start of the season.
7. Bullsmoor FC has called a game off due to lack of players - £25 fine to be issued. The same Club has also been fined for failure to attend the League Council Meeting.
8. 507 players are currently registered. The deadline for submitting the registrations will be brought forward next season as 7 teams didn’t hand their forms in until last weekend causing therefore an enormous amount of work and pressure for the registrations secretary.
9. There are enough referees signed up this season to ensure that most weeks there should be a spare or 2.
10. Due a number of player’s bad attitudes and disregard towards the Referees they have been advised not to bother assisting during friendly matches next season.
11. Clubs have been asked to think before they mark the referees. P.Carter would like to start afresh this season and where poor markings are given he wants a report submitted. The Referees this season have a range of experience and obviously those with more will be appointed to certain games where this is deemed necessary.
12. If a team require linesman they should speak to the opposition and then contact P.Carter, as there are a number of qualified referees who are only 15/16 and wouldn’t be put in the middle but could provide their services on the sidelines.
13. If a Referee doesn’t turn up for a game they should in the first instance notify P.Carter. If he is not available C.Brooks should be contacted as he also has the availability list.
14. If you haven’t got hold of the Referee by the Friday P.Carter should be contacted.
15. The deposits are all in and are held in the Trust account. There are sufficient funds in the current account.
16. Due to a number of responsibilities now being dealt with initially by the Herts FA it wasn’t thought necessary to hold monthly committee meetings. These will now be held every other month instead.

The Chairman opened the meeting at 8.00pm.
The meeting commenced with a Roll Call:

Each Club was given an envelope containing documents relevant to the new season: C.Brooks went through the pack and drew special attention to the Herts FA note and Rules and requested that these are understood and read thoroughly. He confirmed that all of the result cards are white this season and whether cup or league fixture, they need to be returned to the one address. The result cards can be scanned and emailed but they must be signed by both managers. Match reports must be completed if a referee is marked 4 or under. All results must be called in between 1 and 6. Clive wishes to be informed of the result, goal scorers and where possible be given a small report of the match to pass onto the Hertfordshire Mercury. If there are any problems Clubs should in the first instance contact their Division Reps.
The number of teams this season has risen from 24 to 33. There will be 11 teams in Division 1, 10 in Division 2 and 12 in Division 3.
The season will commence on 13th September, on this date there will be 4 Junior Cup games, the remainder will be League fixtures.
The Intermediate Cup commences on 20th September.
G.Martin requested that those Clubs that have not already done so notify him of their pitch dates as soon as possible. The first lot of fixtures will be posted during the last couple of weeks in August.
Clubs were also given the option of letting Graham know by Mid Nov if they are unable to fulfil fixtures on either the 27/12 or 3/1. Neither of these dates will count as the 1 game which Clubs can cancel during the season.
If a Club needs to cancel a fixture there is no charge if more than 21 days notice is given. Between 7 and 21 days there is a fine of up to £25 and less than 7 days incurs a fine and the points are lost.
The League is still waiting for the Herts FA to sanction our rule book. It is hoped this will be returned shortly so that the handbook can be printed and sent out in the next few weeks.
There has not been many signing on forms returned yet. Clubs were asked if they could send in details of the players they currently have to enable Tracy to make a start. Once a Club has been completed the cards will be sent out with a final sheet showing the full teams details. Clubs will be billed in December to pay in January for all signing on/de registering fees.
Clubs were advised to pay any fines on time as it is costly to incur an additional fine for not paying the initial one.
The cup draw was undertaken for both the Division Shield and League Challenge Cup matches right up to the finals. Clubs were advised that the 1st team drawn were the home team and it was therefore the opponent’s responsibility to pay the referee fees. For County Cup games however the home team pays for all the costs.
Following a report received during pre season, Clubs were warned that though not directly their responsibility they should try and keep the spectators abuse to a minimum.
In the absence of any further questions the meeting was closed at 9.00pm.
The next Committee meeting will be held on 7th September 2009 at The Bengeo Club.
